International codes. The following codes, as published by the International Code Council, are hereby adopted as if fully set out in this legislation, with the additions, insertions, deletions, and changes per ordinance 500.010.
A permit is required for the following:
Any commercial or industrial building or structure. A plan review is required. 3 sets of construction documents are required to be submitted for review. A permit will not be issues until the plans have been reviewed and approved.
If any of the above information is not submitted, a building permit may not be issued. Acceptable forms of payment are cash, check, or credit/debit card. Permit applications are accepted between the hours of 8:00 a.m. and 4:30 p.m. Monday through Friday. Our offices are closed on all State holidays.
RESIDENTIAL:
□ Footing – BEFORE concrete.
□ R-Structure. All structural elements must be complete including (but not limited to) walls, roofs, and rough openings.
□ Sheathing.
□ R-electric. After boxes and conduit/conductors are in place, meter base, grounding, service panel and service entrance cable are installed. Before insulation and dry wall.
□ R-plumbing. After all “behind-the-wall” plumbing systems are installed that supply water,
gas lines, and waste disposal. Before insulation and dry wall.
□ R-mechanical. Mechanical rough-in includes the installation of the building’s heating, ventilation, and cooling systems including all ducts and connections.
□ Insulation. 2×4 walls must have a minimum of R-15 insulation between studs.
□ Temp Occ/Final.
COMMERCIAL (IBC 110):
□ Footing/foundation – before concrete
□ Slab – before concrete
□ Framing – before insulation

□ R-plumbing. After all “behind-the-wall” plumbing systems are installed that
